Kidnappings, one step away from record

The 6 thousand 235 kidnappings of the last four years and ten months, exceeded the 4 thousand 955 registered in the same period of the previous administration, but the upward trend that remains in the last year is set to soon exceed 6 thousand 582 accumulated plagiarisms of all the sexenio of the panista Felipe Calderón Hinojosa.

11 months to complete the present administration and plagiarism and homicide are two of the crimes on the rise, according to statistics from the National Public Security System.

The director of the National Citizen Observatory, Francisco Rivas, said that the situation of insecurity that the country is experiencing due to the increase in crimes such as intentional homicide will allow for a record of kidnappings in this sexennium.

He recalled that 2013 was the worst year in the history of Mexico in this crime, so he warned that it is possible to return to those levels, despite the fact that there is a significant effort by the anti-kidnapping units of the states.

He said that the authorities are not attacking the financial structures of kidnapping gangs, which allows these groups to rebuild and continue operating, even if some of their members are arrested.
"I think we will continue to have a major problem in this matter in the remainder of the six-year term, because we have not seen a change in the security strategy that makes us think that we will have more control of the territory," he said.

Rivas said that while all the structures of the criminal groups are not being fought, there will hardly be an effective reduction of the criminal incidence.

The trend in the administration of Calderón Hinojosa started downward with 438 research folders opened during 2007, however, one year later, the incidence was reversed with a total of 907.

In 2009 a thousand 162 plagiarisms were counted; one thousand 222 in 2010; thousand 432 in 2011; thousand 421 in 2012, the last year of the government of Calderón Hinojosa.

From 1,421 in 2012 to 1,688 in 2013, the first year of the administration of PRI Enrique Peña Nieto.
Faced with the increase of this disease in the country, the President of the Republic created by decree the National Anti-kidnapping Coordination (Conase) in January 2014, year that closed with 1,396 investigation folders opened for kidnapping, which meant 292 less than in 2013

With Patricia Bugarín Gutiérrez at the head of the Conase, 2015 registered a thousand 069 illegal deprivations of liberty, however, in 2016 the incidence increased with 1,131 cases.

By state, the Executive Secretariat of the National Public Security System puts Tamaulipas at the head with a total of 965 kidnappings in the period from 2013 to October 2017, followed by the State of Mexico with 928; Veracruz with 628; Guerrero with 524; Tabasco 432; Morelos 372; Michoacán 358 and Mexico City with 259.

For Stop Kidnapping, the figure of this crime in the last four years and ten months exceeded that recorded during the previous six years, as the association accounts to date 10 thousand 242 kidnappings from December 2012 to October 31, 2017.

"Undoubtedly already exceeded, we have 10 thousand 242 kidnappings and this equals six daily, I think that is a pending task that remains," he said in an interview.

Isabel Miranda de Wallace, president of the Civil Association Stop the Kidnapping, said that the state governments have failed to combat this high-impact crime, due to the lack of investment in training and training of the personnel of the anti-kidnapping units.

"If we continue, unfortunately, the trend, we would be ending 2018 maybe with 12 thousand kidnappings," according to their statistics.

The activist asked the federal government to place greater emphasis on the states of Tamaulipas, the State of Mexico, Veracruz, Guerrero, Mexico City, Tabasco and Michoacán, which is where most of these events are committed in the country.

"If we put emphasis on these states, this crime would be reduced by almost 20%, because almost 80% are in these entities," he says.
